Introduction

It is certainly a distressing (কষ্টদায়ক) thing to see little children grow up on the streets without proper care to live by begging, collecting paper and recyclable (পুনঃপক্রিয়াযোগ্য) materials from dustbins, roads and dirty drains. Watching their situation one is certain to feel sorry for them and bear a guilty (দোষী) feeling that at this point of development of civilization (সভ্যতা) a child has to live in such miserable (দুর্দশাগ্রস্থ) condition without food, sanitation (পরিচ্ছন্নতা), healthcare, shelter (আশ্রয়), education, recreation (বিনোদন) and above all love and compassion (সহানুভতি); devoid of (বঞ্চিত) almost all human rights. It will be an injustice (অন্যায়) to say that he is a human being because his condition is not better than that of an animal. A street child is used and abused (নির্যাতিত) by beast-like (পশুর মত) people. He is made to labour like a machine by shrewd (বুদ্ধিমান) factory owners or businessmen. He is even sexually abused by pervert (অনৈতিক; বিকৃত) people.

Description of a Street Child

We can find a street child collecting paper, metal and other recyclable materials from dustbins, streets and drains. Very often he wears only half pants and bears a sack (বস্তা) on his shoulders (কাঁধ). Street children are also found begging for alms in the streets. Some of them work in railway and bus stations as porters. They sleep on the footpaths, in railway and bus stations and in front of markets.

Reason for Increasing Number of Street Children

Poverty is the main cause of the increasing number of street children. In fact, it is the driving force (চালিকাশক্তি) behind all other causes. The other reasons may be described as follows:

(1) They are orphans and have none to look after them.

(2) They have lost one or both of their parents and their living fathers or mothers are unable to look after them.

(3) Their parents have divorced and their stepmothers or stepfathers beat and torture them or just do not look after them.

(4) They have many siblings (ভাইবোন) and their parents cannot provide for their basic needs. It is also true that our government has financial constraints (প্রতিবন্ধকতা) to provide for this huge number of street children along with the helpless and rootless (শিকড়বিহীন) people. There are many orphanages (এতিমখানা) and child homes in Bangladesh but they can give shelter to a very small part of orphans and rootless children. In spite of financial constraints, it can be said that the government initiative (উদ্যোগ) in this respect (এই ব্যাপারে) is not enough. Besides, the environment of the orphanages is not satisfactory in most cases.

How to Solve the Problem

The following steps may be undertaken (গ্রহণ করা)-
(1) Steps to rehabilitate the families of the street children and overall (সামগ্রিক) reduction (হ্রাস) of poverty.
(2) More child homes and orphanages.
(3) Rich and affluent (সচ্ছল) part of the society should come forward to assist government initiative in this regard (এই ব্যাপারে).
(4) Private initiatives on the local basis should also be taken to rehabilitate the rootless children.

Conclusion

Children are the most beautiful things in nature. They have the right to food, clothing, shelter, education and recreation. It is our duty to provide for the helpless children in our society. The main obstacle (বাঁধা) is certainly our poverty and the financial constraint of our government. Nevertheless, we must come forward with whatever we have in every possible way.
